The proposal seeks to create a  tourism destination with the development of  new public amenities, visitor accommodation and restaurant on the upper surrounds of the Rosny Hill site that will strive to strike a balance between private and public use. A rigorous natural values assessment informed both the architecture and a long term strategy to fund and implement balance to the broader reserve landscape.   

The development will provide improved public access for both locals and visitors to enjoy the spectacular views of Hobart City and immediate native vegetation through the construction of public viewing platforms, interpretative nature walking trails and rehabilitation of the entire Rosny Hill recreation area.
